The deadline to the City of Helsinki is 05.02.2021.
The City of Helsinki is currently holding an open call for environmental art/performance in the area of Kalasatama. The open call seeks events, performances and cultural and artistic projects that will enliven the residential area of Kalasatama. Any suggestions for an event, performance or project will be carried out in partnership with Catalysti as the City of Helsinki has stipulated “the bidder must be a registered community, such as a professional association of arts, an art institution or a residents’ association.” That means Catalysti association will support any proposals deemed sufficient for the application process. The Open Call is in first place for Catalysti artists. The events will take place during the year 2021, starting in the spring (as soon as the contract with the City will be signed) until the end of November.

Proposals must include at least (stipulated by the City of Helsinki):
- Description of the project, objective, venue(s) and target group
- Description of the implementing team, curricula vitae
- Planned schedule and location of the project (within Kalasatama)
- VAT-free budget of the project (any VAT contribution will be paid in addition)
Proposal budget should not exceed 20.000,00 € + VAT: you can either propose a multi-event project for this sum or a single project of max. 5.000 € + VAT.
Anyone proposing performances should note these need to be open to the public and free of charge.

The evaluation of proposals will pay particular attention to the following criteria
In terms of artistic quality and project effectiveness, the project will assess:
- the artistic vision and professionalism of the project
- the extent to which the project supports regional inclusion and community
- the project’s role in increasing the comfort of the Kalasatama residential area
With regard to the target group, it is assessed:
- to what extent the primary target group of the project is the residents of the Kalasatama area
- the scope of the project’s target group
- how the desired target group is to be reached
In terms of finances and implementation, an assessment is made of
- the realism of the action plan and budget (excluding VAT)
- the extent to which the project action plan meets the objectives set out in the tender
- whether the project has sufficient production resources in relation to the action plan

The evaluation favours multi-stakeholder cooperation projects. In addition, the selected projects will be selected in such a way that they complement each other in terms of content and schedule, as well as other offerings in the area.
Projects will be decided during spring 2021 and communicated to all bidders. The City reserves the right to negotiate the contents of the offer and to allocate the procurement only to a part of the offer.
The city reserves the right not to accept any of the submitted tenders for a justified reason.
The environmental art project is coordinated by the City Office together with the culture and leisure and urban environment industry. The operation is financed by a fee per square meter of the plot. The tender is now being held for the seventh time.
